I see that the 39% actually referred to unemployment rate, so my comment about 100% crime doesn’t apply. But the idea of 39% drop in unemployment is still pretty obvious I would say - for one, that would be an unheard of percentage point drop in unemployment, but also again the original flagger doesn’t seem to understand that percentage points already exist as a different thing to percentages. Exact unemployment rates to go along with this percentage drop may improve clarity, but it doesn’t seem very unclear to me.
