Request reason:

This is an IP range, and technically it may be easy to block, but what is the justification? Should you also block a whole country? I guess there's lots of vandalism by users in Canada — so let's block all Canadians?? Blocking by IP range should be for exceptional, extreme cases, as an absolute last resort.
