Rhodri Morgan and Mike German agree to the Putting Wales First coalition agreement in October 2000

Putting Wales First: A Partnership for the People of Wales (Welsh: Rhoi Cymru'n Gyntaf: Partneriaeth ar gyfer Pobl Cymru)[1] was a policy document and coalition agreement published on 6 October 2000 which set the terms of the coalition government between Welsh Labour under First Minister Rhodri Morgan and the Welsh Liberal Democrats under Mike German in the National Assembly for Wales from October 2000 to May 2003. The deal was announced on 5 October 2000 and published on 6 October 2000 following secret negotiations between the two leaders which took place from August to October. It was approved by the Welsh Labour executive on 5 October 2000 and a special conference of the Welsh Liberal Democrats on 16 October.

Morgan and German issued a joint-statement on 5 October 2000 announcing the agreement, which was set out in a policy document entitled Putting Wales First: A Partnership for the People of Wales (Welsh: Rhoi Cymru'n Gyntaf: Partneriaeth ar gyfer Pobl Cymru) published the next day.[2][3][4] The announcement came as a surprise to the media and members of the Welsh Labour and Welsh Liberal Democrat groups in the assembly, which had not known about the negotiations between Morgan and German beforehand.
