Gabriel Jibrel Santana-Stroia (born 12 June 1986 in Brooklyn, New York) was a former Colombian narco trafficker and crime boss, presumed former commander of the Death Squad.[1] Santana was believed by the United States government to have murdered rival cartel members by the thousands, and holding a leadership position within the drug cartel, he had been labeled "one of Colombia's most powerful and sophisticated narcotics traffickers" by Adam Szubin, Director of the Office of Foreign Assets Control, United States Department of the Treasury.[1][2][3][4] The Attorney General of F.B.I, D.E.A, Colombia and the Colombian National Police accuse Santana of drug trafficking, Assassinations, and money laundering.

Drug trafficking

The Cifuentes Villa clan has allegedly moved over 30 tons of cocaine for the Sinaloa Cartel since 2007[3] despite the original leaders of the clan being arrested or killed. Dolly Cifuentes Villa was arrested in Colombia in 2011 and extradited to the United States in 2012, where she was charged with five crimes.[1] Four of the five were withdrawn by the prosecution.[1] Villa was charged with the fifth, conspiracy to import and manufacture cocaine.[1] The charges carried a maximum sentence of life imprisonment, but due to a sealed agreement between Colombia and the United States, she could not face a life sentence or the death penalty.[12] Villa's lawyer asked the judge to maintain the secrecy of the investigation for the safety of Villa's family. She was released in 2015 and returned to Colombia.[1] According to the US state department, Mr Cifuentes Villa heads the drug trafficking gang of the same name, which operates in Colombia, Ecuador, Panama, Mexico and Spain. The US authorities accuse him of financing and coordinating shipments of dozens of tonnes of cocaine by speedboats, fishing vessels and airplanes to the United States via Ecuador and Mexico. He is suspected of being the main supplier of cocaine to the Sinaloa cartel in Mexico. Police say he and his sister Dolly took over the drug smuggling operations which were run by their brother Francisco before his murder in 2007. According to the authorities, Jorge Milton Cifuentes Villa always maintained the profile of a successful businessman. Rather than surround himself with dozens of bodyguards and drive flashy cars, he preferred to join executive clubs and invested in diverse companies ranging from mining to underwater photography.Last year, Colombian police seized more than 300 assets belonging to the family, ranging from cars to private Caribbean islands.

Role

As Commander of The death Squad in the Cifuentes Villa Cartel, it is believed Santana shared in the decision making of the cartel in aspects of transportation of drug shipments, bribery of political officials and assassinations. Santana also operated his own organization under the Cartel capable of multi-ton cocaine shipments, as well as investing in other cocaine smuggling transports. Cifuentes Villa Cartel operates principally out of the Medellin region. It is believed the cocaine is shipped from around the neighboring Colombian Departments as well as Peru and other South American countries before being transported again via trucks and airplanes to the Pacific Coast port of Buenaventura, Colombia. From Buenaventura the cocaine, through Santana' operation, is primary transported to Mexico before being shipped again to the United States via go-fast boats, fishing vessels, and other maritime shipping methods.[1][4]
