The Delimitation Commission of India is basically the official authority in India who decides the administrative boundaries within the country. They have a massive, downloadable (excel-files) collection of results from the 2001 population census - and, it's the final results, not the provisional ones! The collection covers all states, districts, subdistricts (tehsils) and all their urban and rural units (towns and villages). The bothersome part is that as the amount of data is so massive, they have split the data in separate files, one for each district. With over 500 districts in India, it takes some time to download it all... And, they haven't named the files properly, they just have a system number. Turkey edit

Results from the 2007 address-based population survey, for all provinces and districts in Turkey. The results show also urban (Şehir)/rural (Köy) distribution for all districts. The urban population of a district shows basically the population of the central city, although I am not absolutely sure that it not also includes other (smaller) urban places within the same district. Please notice that some of the biggest cities have more than one district under its administration.
