The Latin American Forum of Telecommunications Regulatory Entities (Regulatel) is a non-profit organization constituted as a flexible and efficient multilateral cooperation forum, based on existing national infrastructures. It was created as a space for interaction among its members, providing a framework for reflection, analysis ,information sharing and experiences exchange which allows boarding policy issues, and others as market and regulatory telecommunications strategies.

Regulatel gathers 23 telecommunications regulators in Latin America and Europe: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Spain, Guatemala, Honduras, Italy, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Puerto Rico, Dominican Republic, Uruguay and Venezuela[1].

As countries have different approaches to the telecommunications sector, according to their institutional framework, public investment models, public-private partnerships and sector regulation, Regulatel is currently an example of international regulatory cooperation.

History

Founded in Antigua, Guatemala on September 25th, 1998, as a platform to exchange experiences and best practices, this forum seeks to improve connectivity and its conditions; to reduce the digital breach; to increase access and consumption with benefits for all users; and to enhance competition without discouraging investment.

Objectives

  • Promote the evolution of the region, identifyng the general interests to be treated in International Forums.
  • Enable innovation and development of ​​networks and services for telecommunications markets, through information sharing and experiences exchange on the regulatory and management framework.
  • Harmonize, as far as possible, the regulation in telecommunications matters for contribute to the integration of the region.

The workshop meetings contribute to the integration of the region, because having a space for open dialogue gives them the possibility of comparing results with the different members[2].

Structure

Regulatel is conformed by a Presidency, an incoming Vice Presidency, an outcoming Vice Presidency, an Executive Committee, the Plenary Asseembly and 4 Working Groups:

  1. Protection and service quality to the user.
  1. Indicators.
  1. Internet commission and net neutrality.
  1. Institutional strengthening committee.

Way of Driving

The forum is conducted as follows:

  • Monthly (virtual) meetings of the Executive Committee, moderated by the Executive Secretariat, where agreements are made on the forum administration, coordination of events and follow-up of working groups.
  • Agreement with BEREC. Through this organism there is an exchange with European experts, who give technical support in the discussion of specific topics associated to the working groups.
  • Management of Technical Consultations. Through the network correspondents, information requests from the member countries are managed, allowing regional indicators to be established on specific topics or through the preparation of consolidated reports and information repositories.

Likewise, Regulatel conducts three face-to-face meetings a year: the meeting of working groups and the Executive Committee, in the first half of the year; the BEREC-Regulatel-EMERG-EaPeReg Summit and the Plenary Assembly, in the second half.
