This is not a sock puppet.
User:Twopower332.1938 needed to create .svg files. This meant creating a partition to run linux to access inkscape. When trying to log onto wikimedia to upload the .svg files, User:Twopower332.1938 found password was forgotten. So User created a new user called Oogle12. This new user will only be used to create .svg files and upload them.
