This is a good and current topic but there is already a very substantive article on the National Broadband Plan (NBP). Alison will focus on mobile broadband, so it seems that your first choice of topics is already taken. Maybe you could focus on one of the sub-areas of the NBP? Or a related topic, such as universal service policies for broadband? Alternatively, you might be able to find a topic related to the National Broadband Map and its critique (but there is an article on broadband mapping in the US). --JMBauer (talk) 23:10, 25 March 2011 (UTC)

You did a good job. the entry has rich content. You have plenty of references and external links. I just have two small suggestions: 1. Could you provide some transition between old universal service and broadband universal service . 2.Could you provide some pros and cons for broadband universal service? All in all, I think this is a very good entry. Really good job

Good entry! You included theoretical advantage/disadvantage as well as international comparison, which makes your post comprehensive. If there were something to improve, I would say that you could refer to movement of EU, the European parliament. They may deregulate the universal service obligation in November 2009, which might trigger the institutionalization in UK and other EU countries. As to arguments in Japan, for reference, the government regards inclusion of broadband in universal service as too early. Their current goal in light of broadband policy is, by 2015, to realize least 100Mbps hyper-broadband on 100 percent "utilization rate" to achieve, though currently "population coverage" 90 percent and utilization rate 30%. When the goal is achieved, such broadband could be "universal service." Sorry for late post. --Tomozojisan (talk) 14:27, 9 May 2011 (UTC)
