Julio Luna Muñoz (Born 1932-Died 2009) was an economist, professor and lawyer specializing in the Latin American fishing industry. He is best known for his work as an economic resource advisor for the Inter-American Development Bank (IADB) in Brazil, Haiti and in his native country of Chile pioneering the fishing industry of Tilapia, the fish native to Israel. From 1996 until 2001, he was president of the "" department at the IADB headquarters office and from 2003-2008 was a guest speaker at the Inter-American Defense College in Washington, D.C. speaking on issues of increased defense spending and geopolitical reper
