This page lists some procedurial thought around the proposed Contributor Copyright Investigations (CCI) process (see User:Moonriddengirl/Contributor copyright investigations).

What is a CCI?

A CCI is a process to identify multiple wide-scale copyright infringements by individual users and to organize and streamline subsequent cleanup.

When should a CCI be started?

A CCI is a serious accusation, and doing so frivolously is a breach of WP:NPA. Any opened CCI that is deemed submitted in bad faith may lead to a block of the filing party. In general, if you have an on-going dispute with another editor, you should avoid filing a CCI case against that editor, and seek larger input at WT:COPYCLEAN instead.

Multiple wide-scale copyright infringement is a matter of appreciation, but as a rule of thumb, at least 5 instances of non-trivial copyvios (wholesale copy / pasting of unlicensed third party material) should be required to file a case.

How should a case be filed?

A new case should be filed on WP:CCI, listing the user subject to the CCI, the filing party, and the evidence. Note that previous deleted contributions (for those who can view these) are acceptable, but at least two instances on evidence should be visible to any editor.

Role of the CCI clerk

The CCI clerk will verify:

  • That the case is filed properly
  • The evidence at hand - non-admin clerks may request admin review of deleted contribs where necessary if this is present in the evidence
  • Through a cursory check of the other contributions, that the problem goes past the evidence presented.

Once this is done, the clerk will take three actions:

  • Dismiss the case if inconclusive(and take appropriate action if the case was filed frivolously)
  • Close the case if no significant evidence of further wide scale problems are found
  • Open the case

Accepted cases

Accepted cases will lead to a Contributor survey. The clerk will create the appropriate Contributor survey subpage and populate the contribution data. He will further notify relevant wikiproject to ask for their assistance where appropriate, and post a notice at WP:AN.

Completed investigation

Once the contributor survey is complete, the CCI case is closed as Complete

Archiving

Any CCI case, including those dismissed, will be moved to an archive page. On top of the latest revision of the case, the clerk will replace the text with a CCI archive banner listing the date filed, the date closed or dismissed, and the summary finding. Once this is done, he will immediately file all previous revisions for redaction or perform it himself if he is an admin clerk.
