Dr. Jimmy Mutuku Mwithi (born, 13 February 1967 in Matungulu District, Eastern Kenya) is a Kenyan public servant. He has served in various capacities in the Public and Private sector for over 31 years and has dealt with strategy/policy formulation, capacity building programs, intelligence collection, investigations and prosecution of criminal & civil cases. He is currently a Commissioner at the Independent Policing Oversight Authority.

Biography

Dr. Mwithi was appointed as a Commissioner at the Independent Policing Oversight Authority in 2018 by President Uhuru after having successfully gone through an interview by the Public Service Commission and vetting by parliament. The objective of the Authority is to hold the Police accountable to the public in the performance of their functions; to reform and professionalize the police service and ensure independent oversight in handling of complaints by the service. Prior to that appoint Dr. Mwithi worked in the banking industry in security and risk management for over 13 years having joined the banking industry in 2005. During his tenure in the banking industry, he was awarded the Fellowship of the Kenya Institute of Bankers FKIB by the patron of the institution, the Governor Central Bank of Kenya. He was elected the Chairman of the Association of Certified Fraud Examiners (ACFE) Kenya Chapter (2010-2012, Chairman of the Kenya Bankers Association Security Committee KBA (2008-2010), and Vice-Chairman of the KBA (2006 -2008).

He is a scholar and a holder of Doctor of Philosophy, PhD in Leadership and Governance from the Jomo Kenyatta University of Agriculture and Technology. A holder of a Master’s degree in Business Administration (MBA) specialized in Strategic Management from the Kenya Methodist University (KeMU) and has a BA (Hons) Criminology Majoring in Security and Disaster Management and was awarded by Egerton University.

He is a member Institute of Directors Kenya; IOD (K), a fellow at the Kenya Institute of Bankers (FKIB); a full member of the Kenya Institute of Management (MKIM), and a certified fraud examiner (CFE)

Early life

In his early years, Dr. Mwithi worked with the National Police Service have joined in 1989 as a Cadet Inspector, he later worked in Busia and Kakamega counties (1990 – 1994). He worked at CID HQs Nairobi between (1995 – 1999) but was seconded to the office of the President – Efficiency monitoring Unit in (1998 – 1999) He worked at the Kenya Anti-Corruption Authority from the year 1999 – 2004.
