To all to whom these presents shall come, I, Junius Richard Juyewardene, President of the Democratic Socialist Republic of Sri Lanka, Head of State, Head of the Executive and of the Government and Commander-in-Chief of the Armed Forces.

Whereas, I am desirous of awarding a Decoration, to reward individual or associated acts of bravery in the face of the enemy and performed voluntary to all ranks of the Army, Navy and the Air Force of the Democratic Socialist Republic of Sri Lanka.
Now, therefore, it is my will and pleasure to institute, constitute and create a new Decoration which I am desirous should be highly prized by all ranks of the Army, Navy and the Air Force of the Democratic Socialist Republic of Sri Lanka who are duly qualified to receive the award.
Therefore, I am pleased to make, ordain and establish the following rules and regulations for the governance of the same, which shall henceforth be inviolably kept:
Firstly:
STYLE AND DESIGNATION. It is ordained that the Decoration shall be styled and designated the RANA WICKREMA PADAKKAMA.
Secondly
DESCRIPTION
It is ordained that the Decoration shall be of silver and shaped in a eight petal form bearing in relief on the obverse in the centre a a comprising an Eagle in flight head to the sinister representing the Sri Lanka Air Force, superimposed on an Anchor with chain twined round it representing the Sri Lanka Navy, the whole superimposed upon two crossed swords points under most representing the Sri Lanka Army; the whole covered by a floriate and surrounded by a motif of circles (Arimbu) and its petals (Plapethi) with the suspension bearing the facial design of the mythical warrior (Kihibi Muna) and in relief on the reverse the Armorial Ensign of the Republic of Sri Lanka in the centre comprising the Heraldic Lion of Sri Lanka surrounded by the lotus petal border within a sheaf of paddy surmounted by the wheel of Doctrine with the filled Vessel at the base with a depiction of the Sun in splendor and the Moon on right and left respectively-surrounded by the legend "FOR BRAVERY" inscribed in Sinhala and Tamil and the year of institution 1985 inscribed below and the whole surrounded by the design as depicted in the obverse.
Thirdly:
RIBBON. It is ordained that the Decoration shall be worn on the left breast suspended from a ribbon, one inch and a quarter in width and two inches (5cm) in length which shall be Maroon in colour with two white stripes 3/16 of an inch (0.5 cms) in width placed at the edges.
Fourthly:
ELIGIBILITY. It is ordained that the Decoration shall be granted to all ranks of the Army, Navy and Air Force of the Democratic Socialist Republic of Sri Lanka for individual or associated acts of bravery in the face of the enemy and performed voluntarily and who are recommended by the Commander of the Army, the Commander of the Navy or the Commander of the Air Force to receive the award under the terms and conditions defined in the regulations hereinafter made.
Fifthly:
BAR. It is ordained that all ranks of the Army, Navy and the Air Force of the Democratic Socialist Republic of Sri Lanka who qualify on a subsequent occasion to receive the Decoration under the terms and conditions in the regulations hereinafter be awarded a bar to be attached to the ribbon on occasions when the Decoration is not worn.

REGISTRATION. It is ordained that the names of all those to whom the Decoration is awarded shall be published in the Government Gazette of the Democratic Socialist Republic of Sri Lanka, and that the Register of such names shall be maintained under the direction of His Excellency the President. The personal Number, Rank and Name of the recipient together with the date of award of the Decoration will be engraved on it.
Seventhly:
ORDER OR WEAR. It is ordained that in the official list showing the order in which Orders, Decorations and Medals shall be, the RANA WICKREMA PA DA KKAM A shall be worn immediately after the WE ERA WICKREMA VIBHUSI1ANA.
Eighthly:
MINIATURES. It is ordained that reproduction in miniature known as miniature Decorations which may be worn on certain occasions by those to whom the Decoration is awarded, shall be approximately half the size of the Award and a sealed pattern of the miniature Decoration shall be kept in the Headquarters of the Army, Navy and Air Force.
Ninthly:
FORFEITURE AND RESTORATION. It is ordained that the President may cancel and annul the award of the Decoration to any person but it shall be competent for him to restore an award so forfeited, under the Regulations hereinafter made. The notice of cancellation or restoration in every case shall he published in the Gazette of the Democratic Socialist Republic of Sri Lanka.
Tenthly:
EFFECTIVE DATE. This Decoration will be effective from 22nd July, 1977.

It is ordained that the Decoration shall be of Bronze and circular in shape bearing in relief on the obverse the crossed swords points uppermost superimposed by the Armorial Ensign of the Democratic Socialist Republic of Sri Lanka representing the Army, a design comprising an Eagle inflight head to the sinister representing the Sri Lanka Air Force and a design comprising an Anchor with a chain twined round it representing the Sri Lanka Navy surrounded by curved loaf motif (LIYAWELA) and lotus petals (NELUM PETHI) and with the suspension bearing a creeper leaf motif (L1YAPATHA) and in relief on the reverse, the Armorial Ensign of the Republic of Sri Lanka in the centre comprising the Heraldic Lion of Sri Lanka surrounded by a lotus petal border within a sheaf of paddy surmounted by the wheel of Doctrine with the filled Vessel at the base of which a depiction of the Sun in splendour and the Moon on right and left respectively surrounded by the legend 'FOR DISTINGUISHED CONDUCT" inscribed in Sinhala and Tamil and the year of institution 1985 inscribed below and the whole surrounded by the design as depicted in the obverse.
