Introduction:

Kolkata Municipal Corporation (The Executing Agency) through its Project Management Unit (The Implementation Agency) is implementing Tranche-1 of ‘Kolkata Environmental Improvement Investment Program’ (KEIIP). The loan for tranche 1 (ADB Loan 3053 –IND) was signed on March 2014 between Government of India and the Asian Development Bank. By a sanction Letter dated 15th October 2013, Government of India has agreed to make the proceeds of the loan available to the Government of West Bengal upon terms and conditions satisfactory to the Asian Development Bank. The On-Lending Agreement between Government of West Bengal and Kolkata Municipal Corporation was signed and made effective from 30 May 2014. The loan for Tranche 2 (ADB Loan 3413 –IND) was signed on November 2016. The Kolkata Environmental Improvement Investment Program (KEIIP) is an important environmental improvement program of the Kolkata Municipal Corporation (KMC). KEIIP is designed as a multi-tranche financing facility (MFF), which KMC would implement over 8 years between 2014 and 2022. The outcome of the project in Tranche 1 would allow healthy living standards and better access to basic facilities for the urban population concerning water supply sanitation facilities, especially in peripheral areas of KMC. The other canopying outcome envisioned for KMC as an organization would be to increase the quality of service delivery and operational sustainability in the field of water supply, sewerage and drainage substantially.

The support to Kolkata Environmental Improvement Investment Program is to achieve the following Project outputs: • Output 1: Rehabilitation of inefficient and outdated water supply assets to minimize cost of operation, restoration and enhancement of production capacities, and reduction of water loss in distribution; • Output 2: Construction of sewer network to newly developed areas; and • Output 3: Further development of financial management and project implementation capacity;

Project Description:

KMC has already implemented Kolkata Environmental Improvement Project (KEIP) between 2002 -2013 along with Government of West Bengal [GoWB] under assistance from ADB [ADB Loan No.:1813 IND and 2293 IND] to improve the water supply, sewerage and drainage facilities including improved financial performance, institutional reforms and capacity building. To continue with the progress, both KMC and ADB wished to continue their combined efforts to improve the urban environment and living conditions in Kolkata, building on results achieved and experienced gained.

KEIIP is designed as a MFF, which KMC would implement over eight years between 2014 and 2022. The Kolkata Environmental Improvement Investment Program (KEIIP) Tranche 1 aims to improve the urban environment and quality of life in parts of Kolkata Municipal Area mainly through the delivery of improved water supply, sewerage, drainage and sanitation. KMC would implement Tranche -1 of KEIIP during the period of 2014 to 2018 and Tranche - 2 and Tranche - 3 during the period of 2016 - 2022. The various tranches would overlap with one another and in a combined way will help the project in improving the urban environment and living conditions of Kolkata.
