The Münchner Linie' 'Munich Line has been created in 1968 by the psychologist Georg Sieber https://de.wikipedia.org/wiki/Georg_Sieberfor the munich police to fight the Außerparlamentarische Opposition. Georg Sieber, a psychologist and consultant for market research, was member of the Sozialistischer Deutscher Studentenbund before he became a consultant of the Munich police. Sieber was a socialist or communist may be, and a Hippie who spend some time in India, before he became a psychological consultant of the Munich police.
The Münchner Linie in 1968 was a reason for the growth of political terrorism in the 70' in Germany. In 1968 left wing German periodicals described Sieber and the Münchner Linie as a fascistic and anti democratic police generalship. The aim to have a totally clean or may be better 'aseptic' city for the Olympics in 1972 is a other historic root for that.
