François Joseph Joël Talary, known mostly as Joël Talary, was born in Rose Hill, Mauritius in January 1949. His parents were François Joseph Talary, mostly known as Joseph Talary, and Réa Gabrielle Talary (Nee Dada), mostly known as Gaby Talary.

Joël went to England to study as a Psychiatric Nurse in May 1968. Soon after qualifying he went to work in the field of Learning Disability. He extended his studies over many years, obtaining qualifications in Learning Disability, Social Psychology, Applied Physiology, Behaviour Management and General Management.

Joël went into management at an early age of 23. At the age of 32 he was appointed as the General Manager of a Children Hospital for Learning Disability. He was also made responsible for Community Nursing. Soon after that he played a major part in the reprovision of services for disabled youngsters in the community. This led to the closure of institutional care for children with a learning disability in the Brighton area, in the South East of England. In 1985 he was made responsible for all health services for people with a learning disability in the Brighton area. This was followed by the reprovision of adult care.

Joël was the main contributor in establishing Specialist Community Health Services in the Brighton area. He developed and managed these services till he retired in 2006.

During his career, Joël has initiated many policies which are now common practice, such as Sexuality and Learning Disability, Management of Epilepsy in the Community, Administration of Medicines in Community Homes, Health Assessments to improve better Health Care. He chaired and led many groups such as, Assessment and Care of People with Autism and Asperger, Partnership Board Health Group, Sexual Abuse in Learning Disability.

In his nursing role, Joël has been a member of The English National Board responsible for the overall training of Nurses. In this role he was a Panel member of a Validation Team for agreeing Nurses Training Courses. He was also a member of the teaching team at the University of Brighton as a visiting lecturer.

Joël has also been involved with Charities and Voluntary work. He has been a Honorary Director for an organisation called 'Carousel' who taught people with a learning disability to perform on stage. He has also been a Governor and Chair of Governors of a Primary school.

Personal Life

Joël is married to Anne Marie Talary (born in December 1951) and has two children, Tammy Michelle Talary (born in September 1979) and Reece Lee Louis Talary (born in December 1981).

Joël has a love of music, cars and computers. It’s fair to say that he has a collection of all these. He plays the guitar and has written a few songs only known to his close family. He has flown a 'Piper Warrior' plane and a 'Robinson R44' helicopter. He has driven several sport cars, including Ferraris, Lamborghinis, Aston Martin, Audi R8.


Joël is known for his creativity, he is good at DIY (Do It Yourself), can repair most electrical appliances, find ways to make things work.


Call it a blessing or call it a curse! Joël is a member of Mensa.


He enjoys travelling as can be seen on his Facebook.

He also enjoys cooking and is proud of his range. He can cook English, French, Italian, Indian, Chinese, Portuguese, Spanish. His BBQs are well liked too, Piri Piri Chicken, Spatchcock Chicken, Butterfly leg of lamb, Steaks, Tandoori chicken etc. But most of all his BBQ desserts are delish. All done with his wife Anne.
