Jeannot Lamine was born in December 31 in Central African Republic; he was a civil administrator and entrepreneur; he was a member of Jean Bedel Bokassa imperial's cabinet from 1975 to 1977. He occupied the function of secretary of State for the department of communication, from 1977 to 1979 He created a first private community college in Central African Republic called, "Fondation Lamine" in 1980. He also occupied the function of secretary of State in ministerial department of interior, under the regime of president Andre Kolingba from 1991 to 1993. He participated in education of young Central African Citizens who did not have a minimum requirement degree to pursue higher education to specialize in short education programs that allow them to find employments.
