Bhaskar Rao (24.05.1964) is an IPS Officer of 1990 batch from Karnataka Cadre[1] and is at present holding the post of Additional Director General of Police (ADGP) Karnataka State Reserve Police.[2] Bhaskar rao is a Police officer with a Smile. He has concern for the society and has a soft heart within the stiff uniform. He is an Environmentalist and a Cyclist. He spreads awareness about the environment and fond of taking part in cycling events.
Bhaskar Rao started his career with Army with the Officers Training School during 1987. He worked as a Lecturer in Economics in NMKRV Women’s College, Bengaluru and then as Research Fellow at the Institute for Social and Economic Change, Pali, Ajmer, Rajasthan. He joined the Police Department and served in different parts of Karnataka like Mandya, Davanagere, Shimoga, Hubli, Dharwad, Coorg, and Bangalore Rural District.
Early Life and Education
editBhaskar Rao[3] was born on 24th May, 1964. Sri. R.S. Raghunath Rao, Bhaskar Rao’s father, served as Engineer-in-Chief with the Government of Bihar and his mother Smt. Shakunthala was a teacher. Bhaskar Rao started his studied at Mount Carmel School, Bokaro Thermal Power station and continued further at Kamala Nehru Makkala Mandira, Bengaluru. He is also a student of Sri. Kumaran’s Children Home, Bengaluru. Later he studied at Notre Dame Academy and St. Michael’s High School, Patna. Rao completed his Pre-university Course from St. Joseph’s Arts and Science College, Bengaluru and graduation from the prestigious National College, Jayanagar, Bengaluru, with Psychology, Economics and Sociology as optional subjects. He completed his MA in Economics from Bangalore University. He was an active member of NCC (Armoured Corp) and NSS (National Service Scheme) during his student years.
Early Career
editBhaskar Rao first joined the Officer’s Training School, Madras in 1987. Later he joined NMKRV College for Women as Lecturer in Economics and then served as Research Fellow at the Institute for Social and Economic Change, Pali, Ajmer, Rajasthan.
Career with Police Department
editAfter achieving success in IPS during the year 1990, Bhaskar Rao completed the basic Training at Lalbahadur Shastri National Academy of Administration, Mussorie and then at Sardar Vallabhbhai Patel National Police Academy, Hyderabad. During the training, he was exposed to several fields. He was posted in many sensitive places such as the militancy loaded district of Taran Taran, Punjab, Poonch and Rajouri sector near the Radcliffe Line (Indo-Pak Border) for Army Attachment. He also got trained for Special Protection Group (SPG) which guards the Prime Minister and the Urban terrorism neutralizing agency, National Security Guard (NSG). He has also undergone an attachment with Indian Parliament and at School of Weapons and Tactics, Indore with Border Security Force. Bhaskar Rao[4] has worked in the Karnataka State Industrial Security Force, Coastal Security Police, Anti Terror Operation [5], Anti Naxal Force, Railways, Training, Central Range, Bangalore and Northern Range, Belgaum.

edit1 Joined as Assistant / Superintendent of Police and served in Mandya, Davangere, Shimoga, Hubli Dharwad, Kodagu and Bangalore Rural Districts.
2 Served in United Nation’s Peace keeping Mission in Kosovo, Yugoslavia.

7 Bhaskar Rao was promoted as Additional Director General of Police in the year 2014 and served in Police IT and State Crime Record Bureau, Civil Rights Enforcement, State Crime and Police Technology. Presently he is the Additional Director General of Police,[9] [10] Karnataka State Reserve Police.
During his career, he has administered lot of improvements in the Department.He efficiently handled the demand of separation of Coorg from Karnataka and resolved the issue. While on duty in Coorg, he inducted a sniffer dog by name Kavya into the department. This dog, which was trained in Bengaluru helped the department solve wood and drug smuggling cases. Smuggling in and around Coorg came under control due to the efficient handling by Bhaskar Rao. Created a Training Manual for newly created Kosovo Police Service with International Criminal Investigation Training Assistance Program (ICITAP), Department of Justice, USA at Vucitrn Police School, Pristina, Kosovo.
He implemented confidence building measures among American Companies post 9/11 held in Bangalore when he was the Superintendent of Police, Bangalore District.
He has brought in many Transport Reforms. In the areas of issue of Driving License.[11] He was responsible for introducing Electronic Driver Testing Track. Vehicle Registration using Smart Cards and discontinuing books were his contributions when he was the Commissioner for Transport. He is responsible for introducing reservation of web based Bus seat booking named ‘Any Where Any Time Advance Reservation’ (AWATAR) in the buses, which is similar to Airline Seat Reservation system. He was the one who introduced Volvo buses in Karnataka State Transport Undertaking, which have taken the KSRTC to a different level and made long distance travel more comfortable.
He was responsible for Creation of Karnataka State Industrial Security Force (KSISF). KSISF is formed with the aim of providing security to important public installations at state level. Guarding and providing security to dams, power houses, Power plants, religious places comes under the purview of KSISF.
He strengthening of Karnataka Coastal Security Police and was responsible for Conducting of 60th All India Police Duty Meet-2016 at Mysore during December 2016.
He completed a cycle ride named “Karnataka Darshan” covering 1,750 kms. on cycle, to promote Communal Harmony, Sanitation and Confidence Building. The rally covered Bijapur, Belgaum,[12] Gadag, Shiggaon, Shimoga, Udupi, Mangalore, Hassan, Mysore to finally reach Bengaluru. He has completed the challenging “Tour of Nilgiris”[13] Cycle Expedition aimed at Discovery of Karnataka on a single speed cycle. He also was responsible to raise the morale of Policemen by promoting fitness and introduced fitness regimes in the police department.
Social Activities
editBhaskar Rao is interested in outdoor activities,especially cycling.[14] [15] [16] [17] He is a long distance runner who has participated in Standard Chartered Mumbai Marathon, Airtel Delhi Half Marathon, Pondicherry Marathon, Bangalore Midnight Marathon and Kaveri Trail Half Marathon. Bhaskar Rao is concerned about the increasing crime rate and safety of women and children. He is of the opinion that investigating crimes against women, children, IT crimes and financial crimes are highly challenging and the slower process finally results in lower conviction.

editBeing an Environment lover and promoter of Empowerment of Constables and Lower Rank Officers, he has identified himself with several developmental causes. His dedication and efforts have won him the following accolades:
United Nation’s Medal for Services rendered in War Territory of Kosovo, Former Yugoslavia – 2000.
President’s Police Medal for Meritorious Service – 2008
President’s Police Medal for Distinguished Service[18] – 2015
Poornachandra Tejaswi Award from Kannada Sahithya Parishad.
Numerous Appreciation letters from Government and Director General & Inspector General of Police for specific, commendable tasks performed.

Bhaskar Rao faces some odd situations due to his name. People confuse him with Lokayukta’s Y. Bhaskar Rao or S. Bhaskar Rao, also an IPS Officer who is involved in a scam related to lottery tickets and has to assure people that he is different and there are situations when he has requested people to Google his photograph.
Bhaskar Rao was given dual posts of Inspector General-Internal Security and Inspector General-Training. At times situation demanded that IG Internal Security had to write to IG Training and Bhaskar Rao would write letter and reply it himself [19] [20]!
