Texas Human Resources Code edit

The Texas Human Resources Code is the statutory law enacted by the Texas state legislature to create social services programs that meet the needs of disabled, elderly, and impoverished Texans among others. It also establishes the Department of Family and Protective Services and regulates the juvenile justice system. [1] The code was enacted in 1979 by Texas HB 1834, 66th R.S. as part of the ongoing revision process begun in 1963. [2]

Title 2, Subtitle C, Chapter 31, Subchapter A, Sec. 31.001 - 31.018 stipulates a number of qualifications for financial assistance programs. [3]

Title 2, Subtitle C, Chapter 32, Subchapter B, Sec. 32.021 - 32.076 stipulate the medical assistance programs in Texas. Notably, Sec. 32.025 contains eligibility information for applying to receive medical assistance and other medical benefits. [4]

Title 8, Chapter 121, Sec. 121.003 stipulates that disabled persons have the same rights to use of public facilities and all transportation systems as able-bodied persons. It also stipulates that a disabled person cannot be denied the use of assistance items or animals. It also stipulates that disabled persons are required to be treated equally in housing agreements and cannot be made to pay extra fees for service animals. [5]
