Colonel Joseph Aliganyira Mulindwa is a senior military officer of the Uganda Peoples Defense Force and a Chief Intelligence Officer/Director in Internal Security Organization- a premier civil intelligence agency in Uganda. He currently serves as the Senior Director/Supervisor Metropolitan Intelligence Affairs and aviation security. Previously in 2018-2020, he served as the Director Kampala City and Metropolitan Intelligence Affairs. Immediately prior to this, he served as Director Political Intelligence from 2016-2018. Between 2011-2016 he was the Director Special Intelligence Operations. Prior to all the top postings, he served as the Deputy Director Special Intelligence Operations, Deputy Director counter intelligence, Section Head political intelligence, District Internal Security Officer Sembabule, Masindi, Ntungamo districts and Mirama hills border post. At the beginning of his service in 1990 up to 1993 he worked as an Intelligence Analyst and a Research Officer.
BACKGROUND
Colonel Joseph M. Aliganyira was born on 17th January 1964 to Mulindwa George William And Kobusinge Leocadia Of Kicuucu, Nyamabuga, Bugaaki, Kyenjojo District. He is married to Ziporah K.M Karunga and blessed with eight children. Together with his family, they relocated to Kyakaigo, Nyantabooma, Harugongo, Kabarole District where they currently reside.He professes the Christian faith.
ACADEMIC HISTORY
Colonel Joseph M. Aliganyira attended, Kicuucu, Bukwali And Bunena Primary Schools In 1971-1977 And 1978-1983 he was at St Mary’s Seminary for 0’ And A’ level studies. In 1984-1987 he was at St Thomas Aquinas Seminary, Katigondo and the Pontifical Urban University, Rome. Joseph M. Aliganyira holds a Bachelor of Philosophy degree from Pontifical Urban University, Rome.
MILITARY AND INTELLIGENCE TRAINING
In 1989 Joseph M. Aliganyira underwent several military training courses and in 1990, he also enlisted for intelligence courses (Basic, Strategic and Specialized Security Studies). In 1994 he was commissioned to the rank of lieutenant. Over the years Joseph M. Aliganyira has attended several intelligence courses, to wit; tradecraft, advanced intelligence, counter terrorism, counter espionage, briefing techniques, agent handling, threat assessment and risk management, open source intelligence/media management, professional intelligence and customized training (level 1&2 intelligence analysis), crime and deviant behaviour detection, ethics of spying, evidence sourcing and interrogation, investigative criminology and under cover operations/information handling, crime analysis and basic forensic sciences. Due to the combination of hard work, soft skills and training, Aliganyira M. Joseph acquired and has exhibited several skills and competences in his career as an intelligence professional. He is specifically known for his intelligence collection strategies, intelligence analysis, intelligence operations planning and execution, risk and threat assessment, analytical thinking, attention to detail and accuracy, seasoned leadership and management. Col. Joseph M. Aliganyira is also known for his abilities of easily transforming raw data into actionable Intelligence, offering valuable insights through sentimental analysis, topic clustering and trend identification. Due to his working efficiency, his fellow Intelligence professionals refer to him as the ‘diamond cutter’ largely because diamond cutting needs specialized knowledge, and gem (precious or semiprecious) is a stone that is not easy to shape into jewellery or decoration materials.
