This article provides extensive background on the grant program, it's intentions, and how it affected policing tactics when pursuing drug crimes. It highlights the disportionate arrest rates and sentencing that follows and its relation to the War on Drugs.

I want to almost completely rewrite the Wiki Page on this topic. It provides little information and doesn't detail the implications whatsoever. This program was a product of the War on Drugs and perpetuates it, and I want to provide real stastical evidence that showcases that.
