H V Perera QC Memorial Arbitration Moot (The Victor's Moot)
editThe “Victor’s Moot”, which is formally known as the H V Perera QC Memorial Moot Court Competition, runs its roots to the National Moot Court Competition which was held in March 2017. The National Moot Court Competition became the pioneering moot in Sri Lanka which opened its doors to host an island-wide competition on a national level. The National Moot Court Competition championship award was named after the legendary Queen’s Counsel Herbert Victor Perera, of which the title is now being used by the Moot Society of Sri Lanka Law College to rebrand the competition from the “National Moot Court Competition also known as NMCC” to the “H V Perera QC Memorial Moot Court Competition”.
This rebranding of the competition was done in order to facilitate space for international participation while adhering to international mooting standards. Thus, encouraged by the National Moot Court Competition’s successful stint in March 2017 as the nexus which brought together all law schools in the island and its valuable exposure, the Moot Society of Sri Lanka Law College has taken a step further in positioning Sri Lanka on the world-mooting map by organizing the only international commercial arbitration moot in the country, “The Victor’s Moot”.
SRI LANKA LAW COLLEGE
editThe Sri Lanka Law College functions under the Incorporated Council of Legal Education (under the Incorporated Council of Legal Education Ordinance No.2 of 1900) to administer legal education to persons who desire to be enrolled in the Bar of Sri Lanka. The Law College is the only Institution, which offers a complete course of study leading to examinations for those desiring to qualify for admission to the profession. As of today, while other Institutions including the University of Colombo, the Open University of Sri Lanka, the University of Jaffna and the University of Peradeniya offer academic courses leading to a degree or any other academic qualifications related to law, persons only become eligible to practice law, following admission to the profession as provided for in the Rules of the Incorporated Council of Legal Education. Thus, Sri Lanka Law College is the only gateway to the legal profession in Sri Lanka. Members of the profession are addressed as Attorneys-at-Law.
THE MOOT SOCIETY
editMooting is a form of mock court debate in which participants are broken down into teams and given a case and party to represent. Participants will then research and present arguments in front of a judge. The judge will ultimately decide which team won based on the law and which team won the Moot. The Sri Lanka Law College Moot Society provides all undergraduate students at Law College with the chance to practice legal research, oratory, and presentation skills in a court setting. Currently, there is one internal competition and a number of external mooting competitions in which students will have the chance to participate.

VICTOR'S MOOT 2021
editContinuing the initiative taken in 2018, The Moot Society of Sri Lanka Law College is proud to present the H V Perera QC Memorial Moot Competition for the fourth consecutive year as the only International Commercial Arbitration Moot held in Sri Lanka with an expected participation of 18 teams from around the world.
HOW IT TAKES PLACE
As aforementioned, the moot problem will be based on international commercial arbitration. The panel of arbitrators will consist of experts in this particular area of law and participants will be marked according to a marking scheme, which too will be compiled by the author of the moot problem.
The memorials of the competition will be submitted prior to the competition rounds and the competition rounds would see participants arguing their cases for both Claimant and Respondent parties while time will also be allocated for a round of rebuttals and sur-rebuttals.
The international participants along with the local participants will face each other on an online virtual meeting platform for the competition, and in addition the organizing committee will be facilitating the participants to experience the other aspects of a traditional moot competition virtually.
