In various documents American counter-terrorism officials have made distinctions between suspects' associations with al Qaeda.[1][2]

While it is not the purpose of this study to critique the definition of "enemy combatant," the fact that only a quarter of the detainees actually engaged in hostilities seems to go against the government's assertion that Guantanamo holds the "worst of the worst."
