Abd al-Muhsin al-Libi is a charity director who the United Nations 1267 committee listed as an individual whose financial assets should be frozen by member nations.[1] He is alleged to have diverted funds from his charity to Osama bin Laden.[2] According to the United Nations 1267 Committee:

The Peshawar, Pakistan, office director of RIHS, Ibrahim Ali Abu Bakr Tantoush (QI.T.57.02), a.k.a. Abd al-Muhsin al-Libi, has served as the ASC manager in Peshawar. Al-Libi has provided Usama bin Laden and his associates with facilities in Peshawar, and has carried money and messages on their behalf. The Pakistan office has diverted funds ostensibly earmarked for supporting orphans to Al-Qaida terrorists.[2]
