In general Human Resources is the company department charged with finding, sreening, recruiting and training job applicants, as well as administering employee-benefit programs. Also, Investopedia explain "Human Resources as companies reorganize to gain competitive edge, human resources plays a key role in helping companies deal with a fast changing competitive environment and the greater demand for quality employees". [1] Human Resources have four main function to practice in order the organisation to be successful, they are as follow: planning, controlling, leading and organising.[2]

The Rector of the Polytechnic of Namibia Challenges HR status quo

Professor Tjama Tjivikua, called on Human Resources (HR) practitioners to aggressively take part in addressing the shortage of skills and knowledge in the country. A ccording to Tjivikua (2011) "skills shortage is a worrisome problem that the country is currently faced with as there is, unfortunately a masssive shortage of skilled human capitals in Namibia".In order to save our country from national and global changes and challenges the workforce need to have people with enough skills to respond to those changes at the right time. By the vision 2030 for our country to be able to respond to all the challenges, the companies needs to have a strongy and well equipped Workforce. Human Resources practitioner has the right to make sure that the ideal and competitive candidates are hired in the organisation. He also stated that those employers use to import manual labour from outside country its better if they start employ within the country, by doing thatwe will fight unemployment which is high our in Motherland. [3]
