This is an essay by a user, not a policy statement representing a broader group.
Here's why one would need to know if Wikipedia is a "publication":
- A central essay, Wikipedia:NOT, says "Wikipedia does not publish original thought" -- as if content in Wikipedia were "published."
- The resumes or curriculum vitae of Wikipedians can appropriately refer to their contributions to the site, and might do so as if they were "publications."
- Public media/press need to describe what it means to put content on the site, using words like "post" or "publish."
- Certain copyright concerns come up if something is published, and Wikipedia is not quite in the public domain.
By definition, a work is published when tangible copies of it are properly made available to the public at large.[1][2]
