This was a subtask to Task 2 which used to create portal talk pages when they do not exist.
The bot used to add the banners of all WikiProjects, except if they are added to the exclude page. The bot used to check the exclude page at the start of every run, so adding a WikiProject banner mid run to this list won't affect the bot until the next run. The bot will encase the WikiProject banners in the {{WPBS}} if there is 3 or more banner templates being placed on the page. The bot also places {{Portal talk}} after the WikiProject banners.
