The military government in Puerto Rico was short lived; it was disbanded on April 2, 1900, when the U.S. Congress enacted the Foraker Act (also known as the Organic Act of 1900). This act substituted for the lost of the military government instituted in Puerto Rico since the Spanish American War that was in fact a civilian government. Senator Joseph B. Foraker[46] on the 9th of January 1900 first introduced the bill in it’s original form but was not approved until April 11th, 1900 due to the fact that many of the U.S Senators did not agree with giving the Puerto Ricans so much rights.[1]
