Rev. DOMINADOR N. MARCAIDA JR.

Rev. Dominador N. Marcaida Jr. is an ordained presbyter of the Archdiocese of Caceres, Naga City since 18 March 1979. He received presbyteral ordination from Most Rev. Teopisto V. Alberto, DD, Archbishop of Caceres. At present, he is resigned from the active ministry of his diocese since October 1991 and is presently working as a staff worker at the Municipal Planning Office of LGU-Camaligan since 2007 up to now.

Early Life and Educational Attainment: He was born in 12 December 1954 at Camaligan, Camarines Sur, to his parents, Dominador Marcaida Sr. of Guinobatan, Albay, and Estelita Alacdan Nicolas of Tarosanan, Camaligan, Cam. Sur. At the age of 6 years old, he attended a one-year Doctrina Christiana instructions (Katon) under Maestrang Concepcion Rivera, of Sto. Domingo, Camaligan, Cam. Sur, in preparation for his reception of First Communion. He started elementary schooling in SY 1966-67, as a Grade 1 pupil at the Camaligan Central School. He graduated elementary schooling in SY 1966-67. In SY 1967-68, he started high school at the Holy Rosary Minor Seminary, Barlin St., Naga City, Cam. Sur. During his four years of high school at the said institution, he enjoyed a half scholarship on his tuition fee because he worked full-time as a chapel “boy”, or sacristan”, until he graduated from high school in the summer of 1971. From 1971 up to 1979, he relocated to the Holy Rosary Major Seminary at Concepcion Pequeña, Naga City, for his college and theological studies. However, in SY 1974-75, all the college students at the Major Seminary at Concepcion Pequeña, Naga City, was retransferred to the Minor Seminar at Barlin St. in order for the Junior and Senior College seminarians to attend the required 2-year ROTC training at the Ateneo de Naga. As he was a member of the graduating class for that year when the transfer happened, he then graduated in College at the Minor Seminary in Barlin St. in April 1975. From SY 1975-76, he took up Pastoral Theology studies at the Holy Rosary Major Seminary, at Concepcion Pequeña, Naga City, until his graduation in to SY 1978-79. In April 2009, he graduated as a Master of Science in Resource Management (MSRM) student at the Camarines Sur Agricultural State College at Pili, Camarines Sur. He graduated with honors, being the recipient of the President’s List for Academic Performance, garnering a general weighted average grade of 1.16.

His Ministerial Years: In 18 March 1979, he was ordained presbyter by Archbishop Teopisto V. Alberto, D.D., for the Archdiocese of Caceres. Several days later, before the Holy Week of 1979, he was appointed an Assistant Priest for the Parish of Buhi, Camarines Sur. There he stayed for one year, until in the summer of 1980, he was recalled from parish assignment back to the Archdiocesan Curia to serve as Vice-Chancellor-Secretary to the then retiring Archbishop of Caceres, Teopisto Alberto. He served in this capacity until a new Archbishop has assumed to diocese, in the person of the Dominican Leonardo Legaspi, which as in November of 1984. During his stint at the Archdiocesan Curia, he was able to take charge of several nearby parishes, as priest-in-charge, on short-term basis, to wit: Camaligan in April-May 1982; Canaman, August 1982-May 1983; Magarao, June-July 1983; and lastly, Milaor from September 1984 up to May 1985. In July 1985 up to April 1990, he was assigned as Parish Priest of San Isidro (Fatima), Iriga City, which was a mountainous parish. During this five-year time, I was able to fully implement the catechumenate program in the parish. After Easter Sunday of 1990, he was transferred to the parish of Canaman, Camarines Sur as parish priest. He stayed there until his resignation from the active ministry in the Archdiocese of Caceres sometime in October of 1991.

As NGO worker: In 1 November 1991, he started to work with the Kalayag Foundation at Filmore, Makati, Metro-Manila, as its Project Director, writing and submitting project proposals to government and private institutions, locally and abroad. By 4 July 1993, he assumed as Executive Director of the Foundation, until his resignation sometime in June 1995. During his time with the Foundation, we were able to fully establish its firm base, or foothold, in the Bicol Region by permanently putting up an office and a solid socio-economic (livelihood), educational and community organizing program for one barangay in the municipality of Canaman, Camarines Sur, and in other areas that requested Kalayag’s presence.

As private entrepreneur: After that, he devoted another six years of his time as a farmer in my family’s one hectare rice farm at Tarosanan, Camaligan, CS. In the years 2001 to 2002, he worked as Training Officer of the Comprehensive Rhizocote Venture (CRV) Enterprises at Haring, Canaman, Camarines Sur.

In Government work: In 1 January 2003 until July 2004, he worked as Community Affairs Consultant of 2nd District Board Member Pablo N. Prado of the Province of Camarines Sur, and was detailed at his District Office at Camaligan, Camarines Sur. During this time, he organized an NGO, the Kamalinigan-Salbar Salog Foundation, Inc. (SEC Registered), a farmer’s cooperative, the Camaligan Farmers’ Multi-Purpose Cooperative (registered with the Cooperative Development of the Philippines (CDA), including several POs, such as the San Mateo Broom-makers Association (registered with DOLE), and several pedicab drivers’ association, all based at Camaligan, Camarines Sur. In July 2004, with the assumption to office of Pablo N. Prado as newly-elected Municipal Mayor of Camaligan, he likewise assumed the post of Municipal Administrator until December 2004, when he was again appointed me as the Municipal Agricultural Officer starting 1 January 2005, which he served until the following election when Mayor Pablo Prado lost at the local election of May 2007. With the coming of a new Mayor in July 2007, he was terminated as the Municipal Agriculture Officer, but rehired as MPDC Staff in charge with the Socio-Economic Data Management Survey. During this time, he was able to acquire almost a half-million-peso fund from the National Economic Development Authority to put up a Municipal Material Recovery Facility (MRF) at Bgy. Sto. Domingo, Camaligan, Cam. Sur. From year 2007 up to the present, he has worked with the LGU-Camaligan under various capacities. He also took the Career Civil Service Examination in 2005 with a grade of 83.24 percent.

Other Social Involvements: At present, he is a member of the Local Culture and Arts Council of the Municipality of Camaligan, Cam. Sur.
