User:Blackmane/166 Ban proposal

I've been mulling this over for the last few days and I think the recent activity has convinced me that this needs some discussion. This editor was previously topic banned from articles related to the World's Oldest People (WP:WOP) articles. However, they seem to have gone off the deep end and pretty much resorted to trolling WP:ANI with frivolous threads. Predominantly, this IP editor raises threads against User:Rick81682 who has been very active in raising AFD's on WOP articles, but does not limit their actions solely to these articles.

Whether the IP editor may or may not have a point about deletionism, any point they are trying to get across is usually lost in the barbs they fling.

Personal note start What may make this somewhat confusing is that this range has been used by the banned user Ararat arev (talk · contribs) (Aa), as recently as November this year, but a quick scan of the contributions of the IPs will quickly dispel that this IP editor is Aa whose edits focus largely on Egypt and other areas around the Middle East. An example of an Aa range is 166.170.14.0/24, which was blocked last November by User:TParis. Example Aa IP's: User: 166.170.46.190 Indian film IP User:166.171.121.248, User:166.176.56.79 I also wonder whether this is David Beals, who was community banned last November, as he posted under User:166.171.57.248, User:166.170.34.116 and User:166.170.33.80. The IP hounding Ricky will generally post ANI's about Ricky's AFD's but will also !vote if they can also slot a barb in against Ricky.

A range block was levied by User:Bishonen on a small range, 166.170.48.0/23, that they were thought to edit only from. However, they have since moved on toother ranges.
