editThe building was commitioned by the Ministry of Post and Telegraphs as the headquaters for the Central Telecommunications Office. It was designed by Julian Puterman-Sadłowski and W. Radlow, in a functionalism style. Stefan Bryła was responsible for the project structural engineering, and Antoni Miszewski made scultpures for the façade. The building was built between 1928 and 1934 at 47 Nowogrodzka Street, in place of the former storage and archive buildings of the Bank of Poland.

The telecommunications office building was the first building in Poland to be constructed as a steel frame structure . It is based on Le Corbusier's remarks on the “five points of modern architecture”; Flat roof terraces as well as social and leisure facilities (including lounges, a casino, a garden with a pergola ) were created, which are no longer used today or have been repurposed. The color scheme of the strictly modernist facade was rich in contrast; bright, smooth surfaces were combined with dark red sandstone cladding. The main entrance was located at Nowogrodzka 45 .
During the Warsaw Uprising, the German occupation units were able to maintain the building as an important position against the insurgents. On August 18, 1944, 18 Polish postal workers were shot here by a German unit; A memorial stone at the main entrance commemorates the execution today. In 1945 the war-damaged building was repaired and modernized. The complex was expanded from 1959 to 1962 according to plans by Mieczysław Wróbel († 2009) and Mieczysław Pomianowski. The building ensemble is entered in the monument protection register under number 780-A (45) from July 1, 1965. [1
