Tumurbaatar Samdan was born in 1914 in Ulziit sum, Arkhangai aimag. A hero of the Mongolian People's Republic, a military veteran who participated in the 1939 Battles of Khalkhin Gol, the 1945 Soviet-Japanese War, and the 1948 Western Border Conflict, a military strategist, lieutenant colonel, a deputy of the National People's Congress (People's Great Khural), a political and military figure.

The government admired Tumurbaatar's heroic merits in many battles, and in 1939 and 1956 he was awarded the Order of the Polar Star (Mongolia), the Medal of Honor in 1947, the Order of the Red Banner (Mongolia) in 1939, and the Order of the Red Star of the Soviet Union in 1974. Tumurbaatar was awarded the title of Hero of the Mongolian People's Republic by the People's Great Khural decree No. 246 of 1979, and was awarded the Order of the Red Banner, the Order of Sukhbaatar, the Polar Star, and the Jubilee Medal. He led the 6th outpost of the 24th border detachment in the main direction of the Khalkh river war front. In 1939, at the Ats Gurvan Shivree his team managed to destroy a large enemy intelligence group. On August 28th of the same year, more than 50 enemies were destroyed in Muukhaibulag, on August 30th, more than 30 enemies were chased and destroyed in Shavartai River, and in Ers-Uul they were surrounded and but managed to defeat a much stronger enemy. He entered more than 40 battles and personally captured more than 300 enemies. He was awarded the honorary badge.

In 1972, the outpost he commanded was awarded the Order of Military Merit of the People's Great Khural. He participated in the 1945 Liberation war while serving in the 31st squadron and performed combat and humanitarian duties overseas. In 1946, he enrolled in the NDS, but by the decision of the higher authorities, in 1947, he participated in a special mission to destroy Kuomintang and Kazakh raiders on the western border.[2]

After the end of the war, during his tenure as the head of Batsumber in Tuv aimag, Baruunturuun SAA of Uvs aimag, and Ulziit Sum of Arkhangai aimag, due to his military career and exeptional leadership skills people who worked under his leadership were awarded the title of the Hero of Labor of the Mongolian People's Republic. History testifies that Purevjav, the tractor driver, and Doljinjav, Luuzan, and Damdin, all vegetable growers who worked under the leadership of Tumurbaatar, have all became national champions.[3]

Ulziit Sum General Education School of Arkhangai province is named after Tumurbaatar of Samdang, the hero of the Mongolian People's Republic. On the auspicious day of July 7, 2019, the children and relatives of the late S.Tumurbaatar and many locals dedicated a statue of the national hero in front of the school building to commemorate his many achievements and the history to remember for the future generation.[4]

On July 1, 2019, the opening ceremony of the book of the Hero of Mongolia Tumurbaatar Samdan, who took part in the 1939 Khalkh River War, the 1945 Liberation War, and the 1948 Western Border Conflict, was launched at the Mongolian Military Museum.[5]

At the opening of the book, representatives of the leadership of the National Security Agency, the NGO "Union of Heroes of Mongolia" S. Lambaa, former member of parliament, Major General P. Sundev, veteran border guards who worked under the hero's leadership, the children and relatives of the hero, and the representatives of the border doctors participated in the ceremony.

The author of the book Dr. Col. Uvgunburged, J. the head of the Center for Border Studies of the Research Institute of DSU stated that "from the time when Japanese and Manchu troops repeatedly provoked and violated the border of Mongolia, the border guards of the 6th outpost of Ers mountain headed by S.Tumurbaatar participated in 62 confrontations with a small force, they came out victorious in every large and small battles and achieved their glory.
