I used to have a long list of criteria for RfA candidates to earn my support, but that had arbitrary requirements (6 months on Wikipedia, etc.) which was rather stupid so I've scrapped that. From now on, I'll support all candidates that I believe have a decent grasp of the English language and can be trusted to not abuse the tools (candidates that I trust). The second criterion is rather vague, and intentionally so. I might support a candidate who had been blocked 6 months ago, if I feel he can now be trusted, and I might oppose a candidate who had been blocked a year ago, if I feel he hasn't sufficiently changed his behavior.
