I think the target should be updated to https://www.congress.gov/treaty-document/[congress][st|nd|rd|th]-congress/[treaty-number]?

For example: https://www.congress.gov/treaty-document/113th-congress/5

@Joecarmel: I have boldly implemented your suggestion. (Among other things, the previous URL appeared to be broken.) A possible issue with the suggested URL is that treaty documents predating the 81st Congress (1949-1950) may not be available. --Elegie (talk) 11:44, 25 November 2016 (UTC)Reply
