Regarding the above debate over deleting the New Jersey county and legislative district templates: These were existing templates. My goal was to change "Freeholder" to "Commissioner" to comply with the change in title under New Jersey law. I agree with the comment by Joseph2302 that using WP:SELECTIVETRANSCLUSION appears to be the supported mechanism. As the author of that comment suspected, I was not able to transition to the supported mechanism. If I recall (and as mentioned in another comment in the discussion), the obstacle was related to trying to insert text inline without generating unwanted whitespace. When the template implementation is used instead of selective tranclusion, the pages that reference the template can list Commissioners in free-flowing text, which improves the flow of the referring page.
