Clarity of warning

I came across this by chance in on a user discussion page not directly related to Eastern Europe, and I've never seen one of these myself, nor have I yet met another Wikipedian involved in such a case. So the following suggestion is detached and from my point of view, abstract.

The general reference to the whole Digwuren case (in standard Arbitration Committee legal proceedings style) doesn't seem to give the recipient of one of these notices much idea of what's been proposed; perhaps it could be a little more specific? Do some administrators use it in situations that don't involve Eastern Europe (in which case the wording might need to be adjusted)? —— Shakescene (talk) 20:26, 5 October 2010 (UTC)
