DILG link format problem

There seems to be an issue in how this template handles the denomination in [p=] in DILG's website url. Example: the template returns https://lgu201.dilg.gov.ph/view.php?r=05&p=17&m=24 for Naga City (which leads to a blank page) while the actual url should be https://lgu201.dilg.gov.ph/view.php?r=05&p=017&m=24 I tried to fix this template but to no avail (sorry for the edit history mess) hopefully someone with more skill than me in wiki text can fix this.
