The article has been expanded more than 5x and is now easily long enough for nomination. It is written with a neutral tone and is supported by inline citations - there are all Portuguese or French. I have used Google Translate and they appear to support the claim in the claims within the article. No evidence of copyright violations or close parapharasing (given the limitations of translation software to check this) (Earwig finds no problems). The hook short enough and interesting to me. The claims in the hook are supported by inline citations. The pic is suitably licenced but I think "(pictured)" or similar is usual in the hook if used.
