Competing department's competing mascot?
As I recall, a competing department of the Federal government unveiled a competing spokesmascot at virtually the same time as Woodsy's formal premiere. This prompted a modest amount of editorializing about government waste. Can anyone recall who the competitor was? I don't think it was Johnny Horizon because the timing's not close enough and I thought the other mascot while not an anthropomorphized animal, was also a caricature.
