Casey and Nicaragua

The claim that during Casey's tenure as DCI "restrictions were controversially lifted on the use of the CIA to directly and covertly influence the internal and foreign affairs of countries relevant to American policy" was originally supported by the claim that "Casey articulated before Congress in December 1981 that covert operations in Nicaragua were in the interest of national security." This is an utterly confused description of Reagan's signature of National Security Decision 17. The history of this is described in a number of places, e.g. Roy Gutman's book Banana Diplomacy, p. 84-85. National Security Decision 17 did NOT involve a lifting of any legal restrictions as far as I can tell. A reliable source that describes WHAT restrictions were lifted under Casey is needed, or the claim should be removed. Rgr09 (talk) 00:22, 14 September 2017 (UTC)
