• Twin Cities, as a capitalized term, is usually used in the English-speaking world to refer to Minneapolis-St. Paul. Thus, it should redirect to Minneapolis-St. Paul. "Twin cities" and/or "twin cities" are generic terms that should redirect to the generic twin cities article.
