I cannot understand this article , and have marked it accordingly. Just what text does it modify--what was the original wording, and the modified wording, and what significance does that have.

I cannot understand the actual meaning of the act from the remarkably bureaucratic wording that constitutes the contents of this article. It needs to be explained in language that will be plain to people who are not professionals in the technical wording of UK legislation. DGG ( talk ) 01:17, 18 October 2011 (UTC)
