More information needed to clarify edit

I found this article confusing in some ways.

1) The STCA is a "concept", but is also an "element" in the ATC system? Does that mean TCAS, airway and flight plan are physical things, but STCA isn't?

2) What "other safety nets" would have failed by the time STCA is used?

3) Does an STCA actually monitor the other "failed" systems? Or is there just an overlap in the time STCA and other systems are covering planes approaching one another?

4) The STCA alerts controllers: but aren't there also similar things that alert pilots? It would be interesting to know how they work together, since according to the article, there are different STCAs.
