Abandoned 2009 property project?

Goodreg3, the coverage about this proposed tower development seems to all date from 14 years ago. More recently, there was a nightclub fire impacting businesses in the Centre and then the announcement of refurbishment of the existing Savoy Centre. The latter article says the 2009 project never developed. If there is to be an article, these should be mentioned - or alternatively, information about the speculative 2009 project should be wrapped into one about the Savoy Centre?
