Hi Nalbarian, all articles on Wikipedia need to pass the general notability guidelines, that is, they need to have been discussed at length in multiple reliable secondary sources that are independent of the subject of the article. At the moment, the references that you had supplied only discuss the opening of the consulate, and don't show that it's anything more than a normal, unremarkable consulate. Please also note that Wikipedia articles shouldn't be tied to a single newsworthy event.
