I vaguely remember seeing similar things in the past: however, Cotton & Wilkinson is quite formal that there is disproportionation when MnO2 dissolves in concentrated alkali. There are also lithium and sodium manganites, MMnO2 (that is manganese(III), Cotton, F. Albert; Wilkinson, Geoffrey (1980), Advanced Inorganic Chemistry (4th ed.), New York: Wiley, p. 741, ISBN 0-471-02775-8), but these are probably best considered as mixed oxides.
