The Popular Democratic Party does NOT support free association, this is straight from the mouth of Alejandro Garcia Padilla during a February press conference:

'Asked about the free-association option, which certain elements within the PDP support, García Padilla insisted that the party is united on the plebiscite vote and doesn’t support free association.

The PDP supports what is called 'enhanced commonwealth' which would grant Puerto Rico a special status that is neither a territory nor a state but permanently within the United States federal union. It would include the right to vote for the President of the United States, elect US Senators and Congressional representatives, a guarantee of birthright US citizenship, a guarantee that Puerto Ricans would considered a 'unique people' within the United States (sort of like American Indians/Native Americans). They would continue to be exempt from Federal income taxes and corporations would continue to receive tax breaks from the Federal government.
