I removed this statement:

In 2008, it was announced that the Council would no longer immediately adopt all Italian laws, citing conflict over right-to-life issues. Reuters

The article cited doesn't mention the Pontifical Council for Legislative Texts at all but instead discusses the adoption of Italian law as the civil law for the State of Vatican City. Because this page deals with the authentic interpreters of the canon law of the Roman Catholic Church and not the civil law, I suggest that this statement be moved to the Vatican City page.
