Then why did you link to it? :-) (The edit history shows it to be your addition.) But seriously, I can see it as an example of a modern pen cancel, shows it's not something that just happened in the old days, and clues in someone mystified by the occasional random scribbling they see on their mail. apartment mailbox edit

In several US apartment that I have lived in, mailings from within the complex (typically office to resident), have been pen cancelled but delivered to my mailbox. Is this due to a USPS rule, and is it done by the office or the postal service?
