It doesn't seem to make sense. It says this branch is given off immediately after the branching of the maxillary nerve from the trigeminal ganglion, before the maxillary nerve exits the skull via the foramen rotundum (i.e. at this point still within the cranial cavity). Then later the article says that this branch "enters the cranium" via the foramen spinosum. So this nerve leaves the skull and then re-enters it?
