I cut the reference to: "Franklin county is still considered a "statistic county" where the voting populus is measured by prisoner count and how that aligns to the controlling party for the county." because it's incorrect. If it is referring to the state legislative districts, all states prior to 2010 used the prison populations when drawing districts. If it is referring to the county legislative districts, it is incorrect because the county is one of 13 in NY that removes the prison population when drawing county legislative districts.Peterwagner (talk) 14:04, 1 June 2011 (UTC)Reply
